What does the Memòria Econòmica de Girona 2025 reveal?
The Memòria Econòmica de Girona 2025 examines economic developments in the province of Girona and its different comarques.
Published in June 2026, it was directed by Carme Poveda and coordinated by Eduard Barniol. The general content was prepared by Sandra Gutiérrez, Blanca Zapater and Eduard Barniol.
The publication includes a chapter entitled Mercat immobiliari i habitatge a Girona: proposta de Pacte Transversal. This analysis of the property and housing market was written by Joan Company Agustí, president of the Col·legi d’Agents de la Propietat Immobiliària de Girona.
The chapter brings together data on sales, prices, foreign buyers, mortgages and housing construction in the province of Girona.
Property-market activity in the province of Girona
According to the property chapter of the Memòria Econòmica de Girona 2025, 14,572 sales were recorded in the province in 2025, compared with 13,580 in 2024.
The total number of transactions therefore increased by 7.3% in one year.
The market was divided into:

3,072 sales of new-build homes, an increase of 6.15%;
-
11,550 sales of existing homes, an increase of 8.09%.
Existing homes therefore accounted for most property transactions recorded in the province.
These figures come from the Colegio de Registradores de España, which is cited as the source in the report.
Property sales in the Alt Empordà
The report presents the number of transactions completed in several municipalities in the province of Girona. Four are situated in the Alt Empordà: Roses, Castelló d’Empúries, L’Escala and Figueres.

Strong growth in Roses and L’Escala
Among the Alt Empordà municipalities cited in the report, L’Escala and Roses recorded the strongest growth in 2025.
In Roses, the number of transactions rose from 905 to 994, an increase of 10%.
In L’Escala, 432 transactions were recorded in 2025, compared with 390 the previous year. This represents an increase of 11%.
The figures show an increase in the number of property transactions completed in both municipalities between 2024 and 2025.
Castelló d’Empúries and Figueres
Castelló d’Empúries, which includes Empuriabrava, recorded 727 sales in 2025, compared with 745 in 2024. The number of transactions therefore decreased by 2%.
Nevertheless, the municipality retained the second-highest transaction volume among the four Alt Empordà municipalities shown in the table, behind Roses.
In Figueres, the report recorded 600 transactions in 2025, compared with 640 in 2024, a decrease of 6%.
These results show that the property market did not follow the same trend in every Alt Empordà municipality in 2025.
Property-price trends in the province of Girona
The Memòria Econòmica de Girona 2025 states that the average price in the province of Girona reached €2,438/m² in 2025.
This provincial average increased by 8% in one year.
According to the same chapter, the average price of a home in the province was approximately €237,000.
Across Catalonia, the average price reached €2,709/m², representing an annual increase of 6.4%.
The report also distinguishes between the price trends for new-build and existing homes across Catalonia:
The document does not publish a specific average price for Roses, Castelló d’Empúries, L’Escala or Figueres. The figures of €2,438/m² and €237,000 therefore refer to the province of Girona as a whole.
The role of foreign buyers
Foreign buyers represented 25% of the property transactions recorded in the province of Girona in 2025.
Their share was:

31% in 2023;
-
27% in 2024;
-
25% in 2025.
Despite this gradual decline, one in four property transactions in the province was still completed by a foreign buyer in 2025.
French buyers remained the leading nationality, accounting for 34% of transactions completed by foreign purchasers.

Property financing
Property-market activity was also accompanied by stronger financing volumes.
According to the report, the number of mortgages taken out to finance a home increased by 23.9% in the province of Girona in 2025.
More than 9,000 mortgage transactions were recorded during the year.
The chapter also provides several figures for Catalonia as a whole:

an interest rate of approximately 3%;

nearly 75% of transactions financed at a fixed rate;

an average repayment term of 26 years;
-
an average monthly mortgage payment of €845.
These figures describe the average conditions observed in Catalonia in 2025. They do not necessarily correspond to the individual terms offered by a lender to a particular borrower.
Housing construction in the province
In 2025, work started on 2,834 homes in the province of Girona, compared with 2,398 in 2024.
During the same year, 2,454 homes were completed, compared with 1,529 the previous year.
The number of homes completed in 2025 was the highest in the full period shown in the report, covering 2014 to 2025.
The report nevertheless notes that, during much of the previous decade, fewer than 1,000 homes were started and completed annually in the province.
The construction figures come from the Departament de Territori de la Generalitat de Catalunya.
The economic context of the Alt Empordà
The report also provides economic and demographic figures specific to the Alt Empordà.
In 2025, the comarca had 150,044 inhabitants, an increase of 0.9% compared with the previous year.
Of these, 47,430 were born abroad, a figure that increased by 3.6%.
The report also recorded:

5,358 businesses, down 0.7%;

51,785 registered workers by company location, up 1.5%;
-
62,260 registered workers by municipality of residence, up 2%;
-
5,347 registered jobseekers, down 5.9%.
By business sector, registered employment according to the company's location comprised:

995 jobs in agriculture;

5,920 in industry;
-
5,130 in construction;
-
39,745 in services.
